Compassionate Reassignment/Permissive Attachments

  • Documentation required for Compassionate Action (Reassignment or Attachment):
  • Supporting Documents
    • For medical problems, supporting documentation will include: A signed statement from the attending physician stating a diagnosis prognosis, and treatment plan for patient. If the illness is terminal, a life expectancy should be included in the statement.
    • For legal problems, a signed statement from a licensed attorney stating the problem and the reason why reassignment is the better option. Copies of court orders, divorce decrees, or other legal documents will be included when appropriate.
    • In cases of rape/child abuse, a statement from police, social service agency, or examining physician is required.
  • Soldiers on leave will need to submit their DA Form 31: Request and Authority for Leave


Awards and Decorations

  • Combat and Special Skill Badges
    • Recommendations for awards of badges will be submitted by memorandum or DA Form 4187 through command channels to the commander authorized to approve the award IAW Chapter 8, AR 600-8-22: Military Awards
  • Foreign Badges
    • Processed IAW paragraph 9-26a, AR 600-8-22: Military Awards . Commanders who exercise General Court Martial Convening Authority (GCMCA) are authorized to approve the acceptance, retention, and permanent wear of foreign badges listed in appendix D. The burden of proof rests on the individual Soldier. Valid justification in the form of orders, citations, or other original copies of foreign elements must be produced.
  • German Armed Forces Badge for Military Proficiency and German Marksmanship Badges
    • Award of the German Armed Forces Badge for Military Proficiency and the German Marksmanship Badges request will be reviewed for required enclosures such as the certificate from the foreign government must be translated, DA Form 4187, and DA Form 4187-1-R with current chain of command's (COL/06) approval/disapproval.
